The minute of meeting of this Committee of 18th June, 2001 was held as read.

I CAMPERDOWN PARK - APPLICATIONS FOR USE

 

(a) GREENPEACE

 

It was reported that a request had been received from Greenpeace to use Camperdown Park as a starting/finishing point for a sponsored cycling event on Saturday, 29th September, 2001 and for permission for an information stall to be located next to Camperdown House.

 

The Committee agreed that permission be granted for the use of the area subject to the necessary insurance being provided indemnifying the Council against damage to property, injury or loss of life etc. to members of the public and in addition any services being provided by the Department being paid for by the applicant.

 

(b) IMPERIAL CANCER RESEARCH FUND

 

It was reported that an application had been received to hold the annual "Dundee Race for Life 2002" event at Camperdown Park on 16th June, 2002.

 

The Committee agreed that permission be granted for the use of the area subject to the necessary insurance being provided indemnifying the Council against damage to property, injury or loss of life etc. to members of the public and in addition any services being provided by the Department being paid for by the applicant.

 

II DUNDEE PLAY AREA TENDER REPORT - PHASE 2 REFURBISHMENTS

 

On a reference to Article VI of the minute of meeting of this Committee of 18th June 2001 the Director of Leisure and Parks submitted Report No.510-2001 seeking approval for the Leisure and Parks DSO to undertake the implementation of Dundee Play Area Report Phase 2 refurbishment works.

 

The Committee agreed to accept the offer from the Leisure and Parks DSO amounting to 105,630.86 and approved the Leisure and Parks DSO's nominated suppliers and sub-contractor as outlined in paragraph 6.3 of the report. The Committee also noted that the play area at Abercromby Street was included in the list at paragraph 6.1 and that Camperdown Play Complex Phase I would be subject to a future Committee Report.

 

III DUNDEE PLAY AREA REPORT - REFURBISHMENT PROGRAMME

 

On a reference to Article VI of the minute of meeting of this Committee of 18th June, 2001, the Director of Leisure and Parks submitted Report No.465-2001 confirming details of a four year programme for the completion of play area refurbishments.

 

The Committee approved the programme in principle and remitted to the Director of Leisure and Parks to complete detailed designs and costing and report back to subsequent Committees for approval for each phase.

 

IV DUNDEE INTERNATIONAL SPORTS COMPLEX - AUTUMN SPORTS PROMOTION

 

On a reference to Article V of the minute of meeting of this Committee of 18th June, 2001 when an Autumn School Holiday Promotion aimed at encouraging greater usage by regular groups and general customers was agreed, the Director of Leisure and Parks reported that the principle of the Scheme was being expanded to include the Main Hall, Gymnasium and Dance Studio.

 

The Committee approved the undernoted promotion prices:-

V HOT/COLD DRINKS VENDING MACHINES REPLACEMENT

 

The Director of Leisure and Parks submitted Report No.500-2001 requesting approval for the specialist offer to supply hot/cold drinks vending machines to the Douglas and Lynch Sports Centres.

 

The Committee agreed to accept the offer from Four Square, Basingstoke amounting to 8,488 including a five year maintenance programme.

 

VI TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No.452-2001 giving details of the undernoted offers:-

 

(a) CAMPERDOWN PARK GARDEN COTTAGE - NEW WINDOWS

 

The Committee agreed to accept the lowest offer by Forman Construction Ltd amounting to 10,682.50, to which required to be added an allowance of 1,802 for professional services, making a total expenditure of 12,484.50.

 

(b) DOUGLAS SPORTS CENTRE - FITNESS STUDIO UPGRADING

 

The Committee agreed to accept the lowest offer by Skillbase Services Ltd, Livingston amounting to 40,497.75, to which required to be added an allowance of 6,825 for professional services, making a total expenditure of 47,322.75.

 

The Committee also noted that Skillbase Services Ltd had listed Scott & Swan as the Sub-Contractor for floor coverings.

 

(c) DRUMGEITH PAVILION - CONVERSION OF SQUASH COURTS TO GARAGE

 

The Committee agreed to accept the lowest offer by George Martin (Builders) Ltd, amounting to 9,214.00, to which required to be added allowances of 322 for Building Warrant and 1,605 for professional services, making a total expenditure of 11,141.

 

The Committee also noted that George Martin (Builders) Ltd had listed Aable Roller Shutters Ltd as the Sub-Contractor for doors.

VII PATHS FOR ALL INITIATIVE - PROFESSIONAL FEES

 

On a reference to Article V of the minute of meeting of this Committee of 2nd May, 2001, the Director of Leisure and Parks submitted details of two offers received for an 8 week landscape service.

 

The Committee agreed to accept the lower offer from Contract Professional Services, Stirling amounting to 6,216.

 

VIII UNIVERSITY OF ABERTAY, DUNDEE - LEISURE ACCESS CARD

 

On a reference to Article VII of the minute of meeting of this Committee of 19th August, 1996, the Director of Leisure and Parks submitted Report No.508-2001 seeking approval for the renewal of the Access agreement with the University of Abertay to encourage students attending courses at the University to have use of specific City Council leisure facilities as detailed in the report.

 

The Committee approved the scheme based on access to the services as outlined in the report with the Council receiving 50,000 in the first year, the sum to be increased in line with inflation in subsequent years, and remitted to the appropriate officers to enter into a Service Level Agreement based on the broad principle outlined in the report.

 

Councillor Grant and Rolfe declared an interest and took no part in the discussion of this item.

 

IX MR ALEX STUART, DIRECTOR OF LEISURE AND PARKS

 

The Convener acknowledged the contribution of Mr Stuart to the Leisure and Parks Department and to sports facilities and organisations within the City.

 

The Committee expressed their appreciation of Mr Stuart for his work in the Leisure and Parks Department of Dundee City Council and the preceding District Council.
