I MINUTE OF BEST VALUE SUB-COMMITTEE

 

The minute of meeting of the Best Value Sub-Committee of 27th June, 2001 a copy of which is appended hereto (Appendix I) was submitted for information and record purposes.

 

II MINUTES OF RECESS SUB-COMMITTEES

 

The minutes of meetings of the Recess Sub-Committees of 16th and 30th July, 2001 and 6th August, 2001, copies of which are appended hereto, (Appendices II, III and IV), were submitted for information and record purposes.

 

III NUCLEAR FREE LOCAL AUTHORITIES - AFFILIATION FEE

 

Councillor Sturrock, seconded by Councillor Regan, moved that the affiliation fee of 1,454 be paid.

 

As an amendment, Councillor Mackie, seconded by Councillor Wallace, moved that no affiliation fee be paid.

 

On a division, there voted for the motion - Councillors Sturrock, de Gernier, Wright, Ward, Shimi, Presswood, Regan, Farquhar, Glen, Grant, Rolfe, Barrie, Richard Beattie, Dawson, Sawers, FitzPatrick, Guild, Corrigan, Dave Beattie, Fordyce and Bowes (21); and for the amendment - Councillors Mackie, Wallace, Scott and Borthwick (4) - whereupon the motion was declared carried.

 

IV INFORMATION TECHNOLOGY DIVISION - SERVICE PLAN PERFORMANCE

 

There was submitted Report No. 513-2001 by the Head of Information Technology advising the Committee of the performance of the IT Division against the targets contained in the IT Division's Service Plan 1999- 2002.

 

The Committee noted the performance achieved and the action being taken to ensure continual improvement.

 

V SEMINAR - LOCAL OUTCOME AGREEMENTS: THE NEW HOLY GRAIL

 

It was reported that the Scottish Local Government Information Unit and Policy Network were organising the above seminar in Musselburgh on 7th September, 2001.

 

The Committee agreed that the Convener or her nominee be authorised to attend at an estimated cost of 65 excluding travel and subsistence.

 

The Convener agreed that the undernoted item be submitted as a matter of urgency in terms of Standing Order No. 51(3)(b) in view of the timescales involved.

 

VI DUNDEE'S POPULATION LOSS

 

It was reported that this item had been placed on the agenda at the request of Councillor Sawers.

 

Councillor Corrigan, seconded by Councillor Guild, moved the undernoted:-

 

"Dundee City Council notes with concern the recently published report of the Registrar General confirming a recent loss of population within the City and projecting a further loss over the next 15 years.

 

The Council therefore resolves to facilitate a summit of politicians of all parties and decision makers throughout the City to address this problem."

 

As an amendment, Councillor Sturrock, seconded by Councillor Rolfe, moved the undernoted:-

 

"Dundee City Council reaffirms its belief that the Dundee Partnership is the most appropriate vehicle to continue addressing the strategic development of our City. Although many issues remain to be completely resolved the Partnership is widely regarded as an exemplar to other Cities in collaborative and partnership working. The Council takes this opportunity to thank the Partnership organisations and the representatives for their imaginative and diligent efforts at rejuvinating our City."

 

On a division, there voted for the motion - Councillors Barrie, Richard Beattie, Dawson, Sawers, FitzPatrick, Guild, Corrigan, Dave Beattie, Fordyce and Bowes (10); and for the amendment - Councillors Sturrock, de Gernier, Wright, Ward, Shimi, Presswood, Regan, Farquhar, Glen, Grant, Rolfe, Mackie, Wallace, Scott and Borthwick (15) - whereupon the amendment was declared carried.
