Prior to the commencement of business, a minute's silence was held in respect of Cardinal Winning who died on 17th June, 2001. In addition, it was agreed that a Book of Condolences be opened in the City Chambers.
Furthermore, it was agreed that a letter be sent to Bishop Logan wishing him a speedy recovery following his admission to Ninewells Hospital.

It was reported that the undernoted elected members had requisitioned this meeting in terms of Standing Order No. 13 in order that the Council could discuss the removal of the Lord Provost in accordance with Standing Order No. 20.

Councillor Corrigan, seconded by Councillor Bowes, moved that Councillor Helen Wright be removed from the post of Lord Provost with immediate effect in accordance with Standing Order 20.
As an amendment, Councillor Borthwick, moved that the equivalent of a local Standards Committee be set up to investigate the actions of the Lord Provost and to interview Officers, Members and the Lord Provost. This Standards Committee to consist of one member of the Administration, one member from each of the Major and Minor Opposition Groups and the Independent Member, and to be chaired by an independent person to be appointed by the Convention of Scottish Local Authorities, the findings of the Standards Committee to be reported to the first Council meeting after the Recess, but failed to find a seconder, whereupon he requested that his amendment be recorded.
As a further amendment, Councillor Sturrock, seconded by Councillor Shimi, moved that the Lord Provost be not removed from office.
On a division, there voted for the motion - Councillors Barrie, Richard Beattie, Dawson, Sawers, FitzPatrick, Petrie, Guild, Corrigan, Dave Beattie, Fordyce, Bowes, Powrie, Mackie, Wallace and Scott (15); and for the amendment - Lord Provost Wright, Councillors de Gernier, Letford, Ward, Shimi, Presswood, Regan, Farquhar, Luke, Sturrock, Glen, Grant, Rolfe and Borthwick (14) - whereupon the motion was declared carried.
