I EMPLOYING PEOPLE WITH DISABILITIES

 

At its meeting on 8th January, 2001 the Personnel and Management Services Committee was advised that Mike Evans, the Manager of the Employment Disability Unit (EDU), in conjunction with Capability Scotland, had produced a good practice guide for employers on employing people with disabilities. The Committee had noted that the Chartered Institute of Personnel and Development had agreed to publish the book.

 

The Director of Personnel and Management Services was pleased to advise the Committee that the book was launched recently and it was hoped that this would provide employers with much needed advice and guidance for many years to come.

 

The Committee noted that Mr. Evans and the EDU staff would be basing a training course for local employers, including Council Departments, on the contents of the book.

 

II EUROPEAN UNION OF SUPPORTED EMPLOYMENT AND SCOTTISH UNION OF SUPPORTED EMPLOYMENT

 

At its meeting on 17th May, 1999 the Personnel and Management Services Committee had considered Report No. 305-1999 by the Director of Personnel and Management Services and noted that Mike Evans, Manager of the Employment Disability Unit (EDU), who was a member of the Executive Committee of the European Union of Supported Employment (EUSE) and the Chairperson of the Scottish Union of Supported Employment (SUSE), had been elected by both organisations to organise the fifth EUSE conference which was due to be held in March 2001 in Edinburgh. The Committee had approved Mr. Evans' involvement in this organising role and in other related activities external to the Council.

 

The Director of Personnel and Management Services was pleased to advise the Committee that the Conference was an outstanding success, attracting over 600 delegates from almost 40 countries. A significant amount of positive publicity was generated for Dundee City Council and its partner local authorities.

 

Furthermore, the Director of Personnel and Management Services advised the Committee that, at the conference, Mr. Evans was elected to the position of honorary secretary of the EUSE and, accordingly, approval was sought for Mr. Evans to carry out this role and associated activities. The Committee was requested to note that the EUSE and SUSE would meet all of Mr. Evans' travel and accommodation expenses.

 

The Committee congratulated Mr. Evans and approved accordingly.

 

III PLANNING AND TRANSPORTATION DEPARTMENT - ESTABLISHMENT OF POST

 

The Committee was asked to approve the establishment of a post of Supervisor, graded Tech 2-4, SCP17-30 (13,740-20,397) in the Roads and Transportation Section. A temporary post of Supervisor currently existed, however this post was now required on a permanent basis to fulfil the City Council's statutory duties on road inspections. The additional cost of establishing the post on a permanent basis was 1,501 and the Director of Planning and Transportation had confirmed that there was financial provision in the 2001/2002 Revenue Estimates.

 

The Committee approved the establishment of the post.

 

IV EDUCATION DEPARTMENT - NEW COMMUNITY SCHOOLS INITIATIVE - BALDRAGON CLUSTER

 

The Education Committee of 19th February, 2001 noted that funding had been received from the Scottish Executive to enhance the current New Community School Initiative with a development for children and families living in the Kirkton, Downfield, St. Mary's and Ardler areas of Dundee. It was proposed to use this funding to establish a small team of multi-disciplinary staff.

 

Following careful consideration, approval was sought to establish the following posts on a three year fixed term basis until April 2004:-

 

1 x Project Co-ordinator, Grade PO9-12 currently 29,103-31,221

1 x FTE Development Officer, Grade PO3-6 currently 24,741-26,979

0.5 x FTE Development Officer, Grade PO3-6, currently 24,741-26,979

 

The cost of this proposal was 83,925 in a full financial year and this sum would be contained in the Scottish Executive funding of 200,000 per annum.

 

The Committee approved the establishment of these posts.

 

V ECONOMIC DEVELOPMENT DEPARTMENT - ESTABLISHMENT OF POST

 

The Committee was asked to approve the establishment of a post of Air Traffic Control Officer, Grade PO2-6 (27,411-32,380 inclusive of shift allowance). This additional post was required due to an increase in services operating from Dundee Airport. The cost of this post in a full financial year was 32,869 and provision for this had been made in the 2001/02 Revenue Estimates for Dundee Airport.

 

The Committee approved the establishment of the post.
