In July 2006, following the detailed modelling of Nitrogen dioxide (NO2) and Particulate matter (PM10) concentrations in certain areas of Dundee, Dundee City Council declared the whole of Dundee City Council local authority area as an 'Air Quality Management Area' (AQMA) for the NO2 annual mean objective.  This detailed modelling also indicated that additional monitoring and modelling to determine whether an AQMA for PM10 annual mean objective would be required. Following the completion of this in October 2010, the Council amended the initial AQMA to include the annual mean objective for PM10.

Following the declaration of the AQMA and it's amendment in 2010, the Council prepared an 'Air Quality Action Plan', which was published in January 2011.

In 2012, due to the number of allowed exceedences of the hourly NO2 objective level annually being exceeded at one location (Lochee Road) for three consecutive years, it was considered necessary to amend the current AQMA order to include the hourly NO2 objective as well. This amendment occurred in March 2013.
