I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II LOW EMISSION ZONES

 

There was submitted Agenda Note AN2-2019, whereby reference was made to Article II of the minute of meeting of this Committee of 13th November, 2017, wherein it was remitted to the Executive Director of City Development to take forward actions to facilitate the introduction of LEZ in Dundee.

 

The Scottish Government was determined to improve air quality in Scotland and were committed to introducing, with local authorities, Low Emission Zones (LEZ) in the four biggest cities between 2018 and 2020. Officers of the Council had recently set up a LEZ delivery group to steer the Dundee LEZ in order to meet the 2020 timescales. As part of the ongoing work, the Council had been awarded funding from both the Scottish Government and Transport Scotland to support the delivery of the LEZ, 200k had been awarded to develop a Paramics traffic model and a further 140k had been awarded to provide consultancy support and additional regional LEZ modelling. The LEZ development was at a very early stage and no decisions on its scope had been made through the development process.

 

The Council had gone through an open tender process to select consultants to support the Council for the LEZ work and the Executive Director of City Development had appointed consultants Systra to ensure that the 2020 timescale could be met.

 

The Committee noted this appointment accordingly.

 

III DUNDEE ADULT SUPPORT AND PROTECTION COMMITTEE, INDEPENDENT CONVENORS BIENNIAL REPORT,2016-2018

 

There was submitted Report No 8-2019 by the Chief Officer, Dundee City Health and Social Care Integration Joint Board, presenting the Committee with the Independent Convenor of the Adult Support and Protection Committees Biennial report for the period April, 2016-March, 2018, which included a summary of the work undertaken and priorities identified for 2018-2020.

 

The Committee agreed to:-

 

(i) note the content of the Independent Convenors Report which was attached to the report as Appendix 1;

 

(ii) note the progress achieved in relation to the previous Independent Convenors recommendations for 2016-2018 as outlined in section 4.5 of the report; and

 

(iii) note the priorities identified by the current Independent Convenor for 2018-2020 as outlined in section 4.6 of the report.

 

IV REVIEW OF CRIMINAL JUSTICE SERIOUS INCIDENT REVIEWS IN SCOTLAND SUBMITTED TO THE CAREINSPECTORATE BETWEEN FEBRUARY 2015 AND DECEMBER 2017

 

There was submitted Report No 22-2019 by the Executive Director, Children and Families Services, providing a summary of the Care Inspectorate Report on Serious Incident Reviews, which set out the learning from the process and findings from the 200 Initial Notifications submitted by local authorities between February, 2015 and December, 2017 and to consider the learning from the five Initial Notifications submitted by Dundee in this period. The full report was attached as Appendix 1.

 

The Committee agreed to:-

 

(i) note the content of the report which described an important aspect of national and local scrutiny of Community Justice Services; and

 

(ii) instruct the Executive Director, Children and Families Services, to continue to present such reports in line with future Care Inspectorate reports.

 

V ARRANGEMENTS FOR MANAGING HIGH RISK OFFENDERS

 

There was submitted Report No 23-2019 by the Executive Director, Children and Families Services summarising the eleventh annual report on arrangements for managing high risk offenders across Tayside and covering the period 1st April, 2017-31st March, 2018. A copy of the report was attached to the report as an appendix.

 

The Committee agreed to:-

 

(i) note the content of the report and the ongoing developments in relation to the risk assessment and risk management of high risk offenders; and

 

(ii) instruct the Executive Director, Children and Families Services to present such reports to Committee on an annual basis.
