Dundee Licensing Forum - 12/06/2018

At a MEETING of the DUNDEE LOCAL LICENSING FORUM held at Dundee on 12th June, 2018.

I APOLOGIES FOR ABSENCE

 

Apologies were intimated from Caroline Goodliffe, Councillor John Alexander, Yvonne Tosh, Simon Goulding, Graeme Petrie, Garvie Jamieson, Sarah Anderson and Drew Walker.

 

II ELECTION OF VICE-CHAIR

 

On a reference to Article IV of the Local Licensing Forum minute of 27th March, 2018, the Chair proposed that Michael Gormley be appointed as Vice Chair.

 

Members agreed this proposal and Michael was duly appointed as Vice Chair.

 

III MINUTE OF MEETING OF DUNDEE LICENSING FORUM OF 27TH MARCH, 2018

 

The minute of the above-mentioned meeting was submitted and approved.

 

IV ACTIONS ARISING

 

(i) FURTHER COMMUNITY INTEREST

 

It was agreed that an update would be given by Yvonne Tosh at the next meeting to establish if there was existing Community interest in the Forum. Nataliya Comerford reported that she was aware of Community Members across the city who were interested in joining the Forum and it was agreed that these details be forwarded to the Chair.

 

(ii) MEMBERSHIP CONFIRMATION

 

The Chair anticipated that the Forum would continue in its role actively promoting Licensing issues, particularly those affecting the Licensing Trade and Community.

 

To achieve this, the Chair advised that he would be in contact with the Forum persistently absent members to establish if they wished to continue their membership. Increased representation from local youth representatives was also to be pursued, with a meeting between the Chair and the Chair of Dundee Youth Council having been arranged.

 

(iii) LICENSING BOARD ASSISTANCE FOR LICENCE HOLDERS WITH MINIMUM PRICING

 

The Forum were advised that Licensing Standards Officers were to write to all licence holders giving details of Minimum Pricing of Alcohol. A suggestion was made that a training event be held to explain the new pricing process and it was agreed that the Licensing Standards Officers be contacted in this regard. It was also noted that locally, a challenge had been made to the Minimum Pricing Legislation. Once known, the results of this would be shared with members.

 

(iv) SINGLE USE PLASTICS PROGRESS

 

The forum agreed that it would be helpful for a meaningful discussion with Licensed Trade representatives/Dundee City Council to be held on this issue, and that this would be pursued by the Chair.

 

(v) DUNCAN SCHEME: RED/YELLOW CARD

 

It was agreed that until a full explanation of this scheme was given the Forum would not be able to support this scheme.

 

(vi) TRAINING AND REFRESHER SCHEME

 

Detailed information outlining key issues in the licence renewal/refresher process was tabled by the Vice Chair. This information would be appended to the minute for the attention of forum members.

 

The Forum noted the content of this document, observing that licence holders would need to be mindful of ensuring that refresher training was complete within the timescales outlined. It was also agreed that the Forum Chair formally contact the Licensing Board Chair in this regard, asking that he seek further clarity from the Scottish Government regarding this.

 

VI MATTERS ARISING

 

(i) MINIMUM PRICING OF ALCOHOL

 

The Forum noted that Scotland was the first country in the world to introduce the policy of Minimum Pricing. It was envisaged that this policy would lead to better health related outcomes, and fewer alcohol related deaths/criminal incidents.

 

VII NATIONAL ALCOHOL UPDATES

 

As noted previously, uncertainty existed regarding requirements/extent of refresher training required. The Chair and Vice Chair agreed they would also scrutinise guidance provided by the Scottish Government in this regard.

 

VIII OVERPROVISION UPDATE

 

The Forum agreed to consider this issue in detail at a future meeting.

 

IX INFORMATION SHARING

 

(i) It was reported that there had been instances of counterfeit bank notes being circulated within licensed premises.

 

X YOUNG SCOT PASS CARD

 

It was agreed that this item be deferred.

 

XI AOCB

 

(i) A review of the overprovision policy would commence in January 2019, the Forum would be a consultee in this process.

 

(ii) The Joint Local Licensing Forum/Licensing Board meeting would be held in December 2018.
