I DECLARATION OF INTEREST

II NEW INDEPENDENT CONVENOR ADULT SUPPORT AND PROTECTION COMMITTEE

 

There was submitted Agenda Note AN36-2018 advising the Committee that following the completion of Colin McCashey's term of office as Independent Convenor of Dundee Adult Protection Committee in March, a recruitment and selection process was undertaken to identify a successor. Elaine Torrance had been recommended to take up the position for a period of 18 months commencing April, 2018. Members of the Committee were advised that the recruitment and selection panel had been made up from representatives across the partnership, including a group of supported people.

 

The Committee noted accordingly.

 

III SCOTTISH FIRE AND RESCUE SERVICE QUARTERLY PERFORMANCE REPORT - 1ST JANUARY TO 31ST MARCH, 2018

 

There was submitted Report No 180-2018 by Area Manager Pryde containing performance information relating to the fourth quarter (January-March) of 2017/2018 on the performance of the Scottish Fire and Rescue Service in support of member scrutiny of local service delivery, and providing information for the Committee regarding the performance of the Scottish Fire and Rescue Service against the priorities, outcomes and performance measures detailed within the Local Fire and Rescue Plan for Dundee 2017/2020, to facilitate local scrutiny.

 

The Committee agreed to note, scrutinise and question the content of the report.

 

 

IV USE OF REGULATION OF INVESTIGATORY POWERS (SCOTLAND) ACT 2000 AND REGULATION OF INVESTIGATORY POWERS ACT 2000

 

There was submitted Report No 170-2018 by the Executive Director of Corporate Services advising the Committee of the use made by the Council of the powers under the Regulation of Investigatory Powers (Scotland) Act 2000 and the Regulation of Investigatory Powers Act 2000 during 2017/2018.

 

The Committee noted the use which the Council had made of powers contained in the Regulation of Investigatory Powers (Scotland) Act 2000 and in related powers contained in the Regulation of Investigatory Powers Act 2000 and approved the Councils continued proportionate use of the powers, where necessary, in the areas of crime prevention and detection or preventing disorder, in the interests of public safety or for the purpose of protecting public health. In particular, the Council would continue to use the powers to prevent and detect anti-social behaviour.

 

V CONSULTATION RESPONSE ON A REVIEW OF LANDLORD REGISTRATION APPLICATIONS AND FEES

 

There was submitted Report No 172-2018 by the Executive Director of Neighbourhood Services seeking the Committees approval for the Councils proposed response to the Scottish Government consultation entitled Landlord Registration in Scotland - a review of landlord registration applications and fees.

 

The Committee approved the response and remitted the Executive Director of Neighbourhood Services to submit this to the Scottish Government accordingly.

 

VI AIR QUALITY UPDATE

 

There was submitted Report No 164-2018 by the Executive Director of Neighbourhood Services providing an update on the improvement measures within the Councils Air Quality Action Plan that continued to be progressed, summarised the results of the most recent full years (2017) monitoring date, and provided an update on the progress that was being made with the Scottish Governments Cleaner Air for Scotland Strategy.

 

The Committee noted the content of the report and remitted the Executive Director of Neighbourhood Services to:-

 

(i) continue with the Councils Air Quality Action Plan (AQAP) measures noting the improvements that had been achieved, and continue to work with the Scottish Government and its partners with the Cleaner Air for Scotland (CAFS) strategy in order to further improve air quality throughout the City; and

 

(ii) submit the 2018 Air Quality Progress Report to the Scottish Government and the Scottish Environment Protection Agency.
