I DECLARATION OF INTEREST

II PRIVATE LANDLORD SUPPORT OFFICER PROJECT

 

There was submitted Report No 5-2017 by the Executive Director of Neighbourhood Services informing the Committee of the progress of the Public Landlord Support Officer project within the first year of its inception.

 

The Committee agreed to note the positive progress being made by this project, the outcomes to date and the level of interest that it was generating.

 

III ARRANGEMENTS FOR MANAGING HIGH RISK OFFENDERS

 

There was submitted Report No 16-2017 by the Executive Director of Children and Families Services summarising the ninth annual report on arrangements for managing high risk offenders across Tayside and covering the period 1st April, 2015 - 31st March, 2016.

 

The Managing of Offenders etc (Scotland) Act 2005 introduced a statutory duty on Responsible Authorities - Local Authorities, Scottish Prison Service (SPS), Police and Health - to establish joint arrangements for the assessment and management of the risk of harm posed by certain offenders. The Responsible Authorities were required to keep the arrangements under review and publish an annual report. The Act also placed a duty on agencies who would come into regular contact with high risk of harm offenders to co-operate in risk assessment and risk management processes.

 

The introduction of Multi-Agency Protection Arrangements (MAPPA) in 2007 created a consistent approach to the management of certain high risk offenders, Registered Sex Offenders (RSO) and in 2008 the arrangements were extended to include Restricted Patients (RPs). Restricted Patients (RPs) are persons who, by virtue of their mental health, were confined for treatment under current mental health legislation and presented a risk of harm to the public.

 

On 31st March, 2016, MAPPA was further extended to include Category 3 offenders, who were identified as any person who had been convicted of an offence and by reason of that conviction, the person was considered by the responsible authorities to be someone who presented a high or very high risk of serious harm to the public and required multi-agency management under statutory supervision. Typically, these would be people who had committed a serious violent offence as and who require co-ordinated supervision, monitoring and enforcement from a range of agencies.

 

The Committee agreed to:-

 

(i) note the contents of the report and the ongoing developments in relation to high risk offenders;

 

(ii) instruct the Executive Director of Children and Families to present such reports to the Committee on an annual basis; and

 

(iii) conclude, based on the information provided, that MAPPA continued to work well across Tayside.

 

IV COMMUNITY JUSTICE TRANSITION PLAN 2016/2017

 

There was submitted Report No 17-2017 by the Executive Director of Children and Families Services providing an update on progress towards transition to the new model for Community Justice specifically in relation to the Transition Plan, arrangements for the Community Justice Outcomes Improvement Plan and proposals to take forward Community Justice Planning in Dundee. A previous report was considered in April, 2016 (Reference Article V of the minute of meeting of this Committee of 25th April, 2016 - Report No 163-2016).

 

The Committee agreed to:-

 

(i) note the statutory requirements which the Community Justice (Scotland) Act 2016 placed on the defined set of Community Justice Partners;

 

(ii) note the content of the report and the ongoing developments in relation to Community Justice arrangements in Dundee; and

 

(iii) instruct the Executive Director of Children and Families to present a draft Community Justice Outcomes Improvement Plan in March, 2017.
