I DECLARATION OF INTEREST

 

Bailie Borthwick declared a non-financial interest by virtue of a family member being a serving Police Officer.

II DUNDEE COMMUNITY SAFETY PARTNERSHIP ANNUAL REPORT - 1ST APRIL, 2013 TO 31ST MARCH, 2014

 

There was submitted Report No 322-2014 by the Director, Leisure and Communities seeking approval for the Dundee Community Safety Partnership Annual Report 1st April, 2013 to 31st March, 2014.

 

The Committee agreed to approve the content of the report and note the continued positive trends in relation to crime and anti-social behaviour.

 

III SCOTTISH FIRE AND RESCUE SERVICE ANNUAL PERFORMANCE REVIEW 2013/2014

 

There was submitted Report No 327-2014 by Area Manager Stapley informing the Committee of the Scottish Fire and Rescue Service (SFRS) Annual Performance Review. This marked the end of the first year of serving the Communities of Scotland as a national service.

 

The report highlighted the progress and achievements that the service had undertaken in the period from 1st April, 2013 to 31st March, 2014.

 

The Committee agreed to SFRS Annual Performance Review document.

 

IV FIRE AND RESCUE QUARTERLY PERFORMANCE REPORT - 1ST APRIL, 2014 TO 30TH JUNE, 2014

 

There was submitted Report No 328-2014 by Area Manager Stapley providing information for the Committee regarding the performance of the Scottish Fire and Rescue Service against the priorities, outcomes and performance indicators detailed within the Local Fire and Rescue Plan for Dundee 2014-2017 to facilitate local scrutiny.

 

The Committee agreed to note, scrutinise and question the content of the report.

 

V CITY OF DUNDEE LOCAL POLICING AREA - PERFORMANCE RESULTS - 1ST APRIL, 2013 TO 31ST MARCH, 2014

 

There was submitted Report No 345-2014 by Chief Superintendent Smith for the Committees information.

 

The Committee agreed to note and scrutinise the content of the operational report.

 

Furthermore, the Committee agreed that the decision to carry personal firearms as a matter of routine police duty was a decision that should be reserved for the Scottish Parliament and requested the Chief Executive to write to the Justice Secretary expressing this concern, having noted that the Committee welcomed the opportunity to input to the Inquiry by the HM Inspectorate for Constabulary in Scotland and the Scottish Police Authority into the decision of Police Scotland to give a number of firearms Officers a standing authority to carry firearms.

 

VI POLICE SCOTLAND OPERATIONAL ISSUES REPORT (PART 1)

 

A verbal update was given by Chief Superintendent Smith.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 14 of Part I of Schedule 7A of the Act.

 

VII POLICE SCOTLAND - OPERATIONAL ISSUES (PART 2)

 

Chief Inspectors Trickett and Ogilvie gave a verbal update to members on operational issues.
