The minute of meeting of this Committee of 19th November, 2012 was held as read.

I DECLARATION OF INTEREST

 

Councillor Macpherson declared a non-financial interest by virtue of his brother being Chief Superintendent in Tayside Police.

 

Bailie Borthwick declared a non-financial interest by virtue of a family member being a serving Police Officer.

 

II DESIGNATED LOCAL SENIOR OFFICER FOR THE FIRE AND RESCUE

 

There was submitted Agenda Note AN27-2013 advising that the Police and Fire Reform (Scotland) Act required that a designated Local Senior Officer for the Fire and Rescue Service be appointed for each Local Authority area and that the Local Authority was consulted on the appointment. The Local Senior Officer would be responsible for producing a Local Fire and Rescue Plan, providing information and reports, participating in community planning and receiving feedback on the service. The Chief Officer of the Scottish Fire and Rescue Service wished to appoint Area Manager, Dave Stapley, as the Local Senior Officer for Dundee. A response from the Council was requested before the meeting of the Policy and Resources Committee (Police, Fire and Community Safety). In view of the timescales involved, the appointment was approved by the Chief Executive, in consultation with the Convener of the Policy and Resources Committee, Opposition Group Spokesperson, Conservative member, Liberal Democrat member and Independent member.

 

The Committee noted accordingly.

 

III PROPOSED TIMETABLE OF MEETINGS FOR 2013/2014

 

There was submitted Report No 142-2013 by the Chief Executive proposing a programme of meetings of the Policy and Resources Committee (Police, Fire and Community Safety) in 2013/2014.

 

The Committee agreed the proposed programme of meetings.

 

 

IV APPROVAL BY DUNDEE CITY COUNCIL OF THE INTERIM LOCAL FIRE AND RESCUE PLAN 2013/2014

 

There was submitted Report No 133-2013 by Area Manager Stapley, Tayside Fire and Rescue outlining the methodology applied to determine the priorities and objectives for inclusion within the Dundee City Local Fire and Rescue Plan, including the process of engagement and consultation, providing an overview of how the Plan would contribute to both national and local planning frameworks.

 

The Committee agreed to:-

 

(i) approve the draft interim Local Fire and Rescue Plan 2013/2014 for implementation on the 1st April, 2013; and

 

(ii) note the details within the report that outlined the methodology used to determine local priorities and objectives, and the relationship to national frameworks.

 

V UPDATE ON DUNDEE CITY LOCAL POLICING PLAN AND PRESENTATION OF THE FINAL LOCAL POLICING PLAN AND UPDATE ON MULTI-MEMBERWARD PLANS

 

There was submitted Report No 134-2013 by Chief Inspector Mertes, Tayside Police outlining the results of the consultation for the one year interim Dundee City Local Policing Plan and presenting the finalised Plan for members approval. Information was also given on the new Multi-Member Ward Plans.

 

The Committee noted the report and approved the final one year interim Local Policing Plan.

 

VI NATIONAL POLICE REFORM UPDATE

 

There was submitted Report No 130-2013 by Chief Superintendent Macpherson providing members with an update on the progress being made with the transition to the Police Service of Scotland and the impact on policing within the local area.

 

The Committee agreed to:-

 

(i) note the work underway in the formation of the Police Service of Scotland; and

 

(ii) note the development of new capabilities in the Police Service of Scotland.

 

VII POLICE PERFORMANCE REPORT

 

There was submitted Report No 131-2013 by Chief Superintendent Macpherson providing an overview of the Dundee Local Policing Area Performance from April, 2012 to January, 2013.

 

The Committee noted the content of the report.

 

VIII POLICE OPERATIONAL REPORT (PART 1)

 

There was submitted Report No 132-2013 by Superintendent Weir providing members with background operational information to the performance information submitted separately to provide context.

 

The Committee noted the content of the operational report.

 

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 14 of Part I of Schedule 7A of the Act.

 

IX POLICE OPERATIONAL ISSUES (PART 2)

 

A verbal update was given by Superintendent Weir.
