The minutes of meetings of the above Sub-Committees, copies of which are appended hereto (Appendices I, II and III), were submitted for information and record purposes.

 

II DUNDEE COMMUNITY REGENERATION FUND 2010/2011 - 2012/2013

 

There was submitted Report No 308-2010 by the Assistant Chief Executive relative to the above.

 

The Committee approved the funding process and the proposals contained in Section 5 of the report appended hereto (Appendix IV).

 

III RELIEF OF RATES - CHARITY RELIEF

 

There was submitted Report No 248-2010 by the Director of Finance seeking authorisation to grant charity relief for the undernoted non-domestic properties.

IV COUNTER FRAUD REPORT - AS AT 31ST MARCH, 2010

 

There was submitted Report No 303-2010 by the Director of Finance informing elected members on the Revenue Division's Housing Benefit and Council Tax Benefit counter fraud activity as at 31st March, 2010.

 

The Committee approved the report.

 

V EMERGENCY PLANNING PROGRESS 2009/2010

 

After considering Report No 322-2010 by the Depute Chief Executive (Support Services) informing members of the work undertaken by the Emergency Planning Unit for the period April 2009 to May 2010, the Committee noted the contents of the report.

 

VI CORPORATE PLANNING DEPARTMENT SERVICE PLAN 2010/2012

 

After considering Report No 313-2010 by the Assistant Chief Executive relative to the above, the Committee approved the Corporate Planning Service Plan 2010/2012.

 

VII LOCAL COMMUNITY PLAN MONITORING 2009/2010

 

There was submitted Report No 300-2010 by the Director of Leisure and Communities, presenting the findings from the Annual Output Monitoring Exercise and Impact Assessment of Local Community Plans for the period 1st April, 2009 to 31st March, 2010.

 

The Committee agreed to:-

 

(i) recognise the significant level of progress made in terms of outputs achieved by Local Community Planning Partnerships for each area;

 

(ii) recognise the high level of collaboration, co-operation and support between Dundee City Council, partner agencies and community stakeholders in the implementation of Local Community Plans;

 

(iii) recognise the positive findings from the Local Community Plan Impact Assessment exercise which was undertaken in October 2009;

 

(iv) roll forward the current Local Community Plans 2008/2011 into 2012 to be synchronised with the expiry of the current Single Outcome Agreement 2010/2012; and

 

(v) Dundee City Council continuing to work with public, private and voluntary sector agencies in partnership with local communities to address the long terms aspirations, needs and issues identified in each Local Community Plan.

 

VIII UPDATE REPORT ON SIGNIFICANT CASE REVIEW AND INDEPENDENT REVIEW - BRANDON MUIR

 

On a reference to Article VIII of the minute of meeting of this Committee of 24th August, 2010, there was submitted Report No 334-2010 by the Chief Executive and Director of Social Work informing members of the progress reported in the updated report on the Significant Case Review and Independent Review undertaken by Professor Peter Wilson.

 

The Committee:-

 

(i) noted the content of the report;

 

(ii) instructed the Children and Young Persons' Protection Committee (CYPPC) to ensure that actions from the Update Report were submitted within the Improvement Plan prepared in response to the HMIE Joint Inspection of Services to Protect Children and Young People in the Dundee City Council area; and

 

(iii) asked the Chief Officer Group of Dundee City Council, NHS Tayside and Tayside Police to ensure that progress was monitored in respect of the recommendations, which were subject to ongoing review and progress reported upon.
