The minute of meeting of this Committee of 9th March, 2009 was held as read.

I APPLICATION TO HOLD CARNIVALS

 

There was submitted Agenda Note AN72-2009 advising the Committee that a request had been received from Hornes Pleasure Fairs, Edinburgh for permission to operate a carnival from 20th April to 4th May, 26th June to 19th July and 14th to 28th September, 2009 inclusive at Riverside Park, Dundee and also from 4th to 18th May, 2009 and 24th August to 7th September, 2009 inclusive at Caird Park, Dundee.

 

The Committee agreed that permission be granted and that it be remitted to the Director of Economic Development to negotiate a licence fee subject to the Council's normal conditions of let, which would include the closing down of the carnival operations each evening by 9.30 pm.

 

II GRANT SCHEMES AND PAYMENTS TO THIRD PARTIES - SHORT COURSES

 

There was submitted Report No 171-2009 by the Director of Leisure and Communities informing the Committee of Short Courses Grants awarded to individuals during the period April 2008 to March 2009.

 

The Committee noted the payment amounting to 4000 for the grants detailed in the Appendix to the report.

 

III MANAGEMENT RULES FOR LIBRARIES, ART GALLERIES AND MUSEUMS

 

There was submitted Report No 185-2009 by the Director of Leisure and Communities seeking approval for the adoption of the documents entitled "Management Rules for Libraries" and "Management Rules for Art Galleries and Museums".

 

The Committee agreed that the content of the two documents entitled "Management Rules for Libraries" and "Management Rules for Art Galleries and Museums" operate within the Leisure and Communities Department.

 

IV DUNDEE CONTEMPORARY ARTS - REVENUE SUPPORT - 2009/2010

 

The Convener and Councillors Macpherson, Dawson and Lynn declared a non-financial interest in this item by virtue of their Council appointment to Dundee Contemporary Arts Centre Board.

 

There was submitted Report No 178-2009 by the Director of Leisure and Communities detailing a request for renewal of Revenue Grant funding to Dundee Contemporary Arts Ltd for the year 2009/2010.

 

The Committee approved the level of Revenue Grant funding amounting to 270,278 as detailed in the report.

 

V DUNDEE INDUSTRIAL HERITAGE LTD - REVENUE SUPPORT - 2009/2010

 

Councillor Ferguson declared a non-financial interest in this item by virtue of his Council appointment to Dundee Industrial Heritage Trust Board.

 

There was submitted Report No 179-2009 by the Director of Leisure and Communities seeking approval for a request for renewal of Revenue Grant funding to Dundee Industrial Heritage Ltd for the year 2009/2010.

 

The Committee approved the level of Revenue Grant funding amounting to 63,000 as set out in the report.

 

VI DUNDEE REPERTORY THEATRE CREATIVE LEARNING TEAM REVENUE SUPPORT - 2009/2010

 

The Convener and Councillors Hay and Duncan declared a non-financial interest in this item by virtue of their Council appointment to Dundee Repertory Theatre Board.

 

There was submitted Report No 181-2009 by the Director of Leisure and Communities seeking approval for a request for renewal of revenue funding for Dundee Repertory Theatre - Creative Learning Team 2009/2010.

 

The Committee approved the level of grant funding amounting to 20,208 as set out in the report.

 

VII DUNDEE REPERTORY THEATRE MAIN HOUSE - REVENUE SUPPORT - 2009/2010

 

The Convener and Councillors Hay and Duncan declared a non-financial interest in this item by virtue of their Council appointment to Dundee Repertory Theatre Board.

 

There was submitted Report No 182-2009 by the Director of Leisure and Communities seeking approval for a request for renewal of Revenue funding to Dundee Repertory Theatre, Main House for 2009/2010.

 

The Committee approved the level of grant funding amounting to 359,282 as set out in the report.

 

VIII SCOTTISH DANCE THEATRE - REVENUE SUPPORT - 2009/2010

 

The Convener and Councillors Hay and Duncan declared a non-financial interest in this item by virtue of their Council appointment to Dundee Repertory Theatre Board.

 

There was submitted Report No 183-2009 by the Director of Leisure and Communities seeking approval for a request for renewal of Revenue funding to Scottish Dance Theatre 2009/2010.

 

The Committee approved the level of grant funding amounting to 23,614 as set out in the report.

 

IX SENSATION (DUNDEE SCIENCE CENTRE) - REVENUE SUPPORT - 2009/2010

 

The Convener declared a non-financial interest in this item by virtue of his Council appointment to Sensation Board.

 

There was submitted Report No 184-2009 by the Director of Leisure and Communities seeking approval for a request for renewal of revenue funding to Sensation (Dundee Science Centre) for the year 2009/2010.

 

The Committee approved the level of grant funding amounting to 31,092 as set out in the report.

 

X DUNDEE LEISURE - REVENUE SUPPORT 2009/2010

 

The Convener, Bailie Wallace and Councillors Asif and Duncan declared a non-financial interest in this item by virtue of their Council appointment to Dundee Leisure Board.

 

There was submitted Report No 191-2009 by the Director of Leisure and Communities seeking approval for a request for renewal of Revenue Grant funding to Dundee Leisure for the year 2009/2010.

 

The Committee approved the level of Revenue Grant funding amounting to 335,987 as set out in the report.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

XI CAFE FRANCHISE, THE MCMANUS - DUNDEE'S ART GALLERY AND MUSEUM

 

The cafe franchise for The McManus: Dundee's Art Gallery and Museum was recently marketed and resulted in one formal offer which met the detailed specification.

 

The Committee remitted the Director of Leisure and Communities to make an appointment subject to agreeing terms and conditions.
