The minute of meeting of the Leisure, Arts and Communities Committee of 10th September, 2007 was held as read.

I GREEN CIRCULAR IMPROVEMENTS

 

There was submitted Report No 475-2007 by the Director of Leisure and Communities seeking approval for T & N Gilmartin to carry out improvements to the Green Circular footpaths at Gowrie Park, Trottick and William Fitzgerald Way.

 

The Committee approved the offer of 22,770.45 from T & N Gilmartin for the footpath improvements, together with the undernoted allowances:-

making a total expenditure of

 

30,000.00

 

II OLYMPIA ANNUAL MAINTENANCE CLOSURE

 

There was submitted Agenda Note AN229-2007 advising that to enable boiler testing, essential maintenance and a programme of deep-cleaning to take place, approval was requested for Olympia to close for the usual annual period from Monday, 3rd December, 2007 until Sunday, 16th December, 2007, both dates inclusive.

 

Alternative facilities would be available at Lochee Swimming and Leisure Centre during the closure period.

 

The Committee approved accordingly.

III OLD STEEPLE REQUESTS FOR BELL RINGING

 

There was submitted Agenda Note AN230-2007 advising that Dundee City Council is responsible for the Old Steeple, the bells of which are rung regularly by the local bell ringers at weekly practice sessions, church services and weddings. In addition to this, occasional requests are received to allow other local and visiting teams to ring the bells.

 

Recent ad hoc bell ringing sessions had resulted in some complaints from the public and local traders. Committee approval was now sought to agree a policy which would take into account these concerns whilst accommodating requests from the visiting bell ringing teams.

 

The Committee agreed that one session of up to one hour be granted once per month, and that a request for a full peal, which could last for up to three and a half hours, be granted not more than once in any year, unless in exceptional circumstances, which would require authorisation from the Director of Leisure and Communities in consultation with the Leisure, Arts and Communities Convener. Such circumstances might include a national celebration or significant local anniversary.

 

The Committee further agreed that peals be limited, whenever possible, to out of office hours to minimise impact on local businesses.

 

IV SPORTS TAYSIDE AND FIFE EXECUTIVE

 

There was submitted Agenda Note AN235-2007 advising that Sports Tayside and Fife is a partnership between Sportscotland, Fife Council, Angus Council, Perth and Kinross Council and Dundee City Council. The partnership delivers on the development of key sports in the region and links into the Councils sport development and facilities strategies. The Council had previously been represented on the Executive by one elected member and one officer of the Leisure and Communities Department. It was, therefore, recommended that the Convener of Leisure, Arts and Communities be nominated to represent the Council, together with an appropriate senior officer from the Leisure and Communities Department.

 

The Committee approved accordingly.

 

V TENDERS RECEIVED

 

There was submitted Report No 500-2007 by the City Architectural Services Officer giving details of offers received for the undernoted contracts:-

 

(a) THE HUB - RECEPTION REFURBISHMENT - MAIN CONTRACT

 

The Committee agreed to accept a negotiated contract with Dundee Contract Services amounting to 14,200.00, together with allowances of 23,100.58 for furniture, and 2,275.00 for professional services, making a total expenditure of 25,375.58.

 

(b) THE HUB - RECEPTION REFURBISHMENT - FURNITURE

 

The Committee agreed to accept an offer from the specialist contractor Demco Interiors amounting to 23,100.58.
