There was submitted Report No 285-2006 by the Assistant Chief Executive (Community Planning) and the Director of Leisure and Communities relative to the above.

 

The Committee noted the process for allocating small grants through the Local Community Regeneration Forums as agreed by the Dundee Partnership and endorsed the funding arrangements detailed below.

III DUNDEE CITY COUNCIL - SCHOOLS PPP PROJECT

 

Councillors Farquhar, Barrie and Roberts declared non-financial interests by virtue of being Council representatives on Tayside Contracts Joint Committee.

 

There was submitted Agenda Note AN170-2006 relative to the above.

 

The Committee agreed that should Tayside Contracts Joint Committee cease to exist during the lifetime of the Schools PPP Contract, Dundee City Council would act as successor to the Joint Committee and Tayside Contracts in all respects for the purposes of the unexpired period of the sub-contract for the provision of cleaning services.

 

IV CONFERENCE - BEST VALUE - EFFICIENCY, QUALITY, ACCOUNTABILITY - AN IMPROVEMENT SERVICE

 

It was reported that the above conference, organised by the Public Services Partnership Limited, would be held in Glasgow on 31st May 2006.

 

The Committee authorised the attendance of the Convener or nominee, at an estimated cost of 95 excluding travel and subsistence.

 

V ANTI-SOCIAL BEHAVIOUR ORDERS (ASBOs) FOR 12 TO 15 YEAR OLDS

 

There was submitted Report No 229-2006 by the Depute Chief Executive (Support Services) updating the Committee on progress made within Dundee to implement new legislation allowing the imposition of Anti-Social Behaviour Orders (ASBO's) for children aged 12 - 15 years old.

 

The Committee noted the contents of the report and the inter-agency protocol.

VI YOUTH JUSTICE STRATEGY

 

There was submitted Report No 230-2006 by the Depute Chief Executive (Support Services) informing the Committee of an updated Youth Justice Strategy for Dundee.

 

The Committee approved the Youth Justice Strategy and the expenditure associated with the implementation of this strategy.

 

The Convener agreed that the undernoted item be considered as a matter of urgency in terms of Standing Order No 17(b) in view of the timescales involved.

 

VII PENSIONERS PARLIAMENT 2006

 

It was reported that the National Pensions Convention was holding the Pensioners Parliament 2006 in Blackpool from 16th to 18th May, 2006 and Bailie Wright had been invited to attend.

 

The Committee agreed that the invitation be accepted there being no cost to the Council other than travel and subsistence expenses.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

VIII RELOCATION OF THE SCIENTIFIC SERVICES DEPARTMENT

 

There was submitted Report No 300-2006 by the Depute Chief Executive (Support Services) relative to the relocation of the Scientific Services Department.

 

The Committee approved the recommendations detailed therein.
