The minute of meeting of this Committee of 21st November 2005 was held as read.

 

Unless marked thus * all items stand delegated.

 

I YOUTH CONSULTATION

 

Reference was made to Article VII of the minute of this Committee of 13th December 2004. There was submitted Report No. 725-2005 by the Director of Leisure & Communities updating the Committee on progress related to developments in consultation work with young people.

 

The Committee agreed to note:

 

(i) progress towards achieving goals previously agreed; and

 

(ii) the production by Dundee's Youth Voice Group of a Manifesto for Young People in Dundee which will highlight issues of concern to young people in the City. The scheduled date for production of the Manifesto is December 2006.

 

II LOCAL COMMUNITY PLANS 2004-2007

 

There was submitted Agenda Note AN470-2005 making reference to the production of Local Community Plans produced for each of Dundee City Council's seven Decentralisation Areas and for the BNSF areas of the Hilltown and Kirkton in June 2004.

 

The Local Community Learning and Development Action Plans were approved by the Council's Policy and Resource Committee on 14th June 2005 and endorsed by the Dundee Partnership Management Committee.

 

It was reported that the Kirkton Community Plan had since been integrated into the Dundee North West Community Plan and the Hilltown Community Plan would be integrated into the Dundee Central Community Plan by April 2006. All the Local Community Plan Working Documents had been updated and could be accessed on the Dundee Partnership Website.

The Committee noted:-

 

(i) the very good progress made at this early point in implementation of three year plans and

 

(ii) the Dundee Partnership's intention to merge the Local Community Plan and Community Learning and Development processes, structures and documentation during the period 2007 - 2008.

 

III TENDERS RECEIVED

 

There was submitted Report No. 740-2005 by the City Architectural Services Officer detailing tenders in respect of the undernoted projects:-

 

(i) KIRKTON NEIGHBOURHOOD CENTRE - NEW ENTRANCE TO YOUTH AREA

 

The Committee agreed to accept the lowest offer from Ward Building Services in the sum of 35,456.50 to which required to be added allowances amounting to 6,937 giving a total expenditure of 42,393.50.

 

(ii) COLDSIDE LIBRARY

 

The Committee agreed to accept the lowest offer from Forman Construction Limited in the sum of 75,523.03 to which required to be added allowances amounting to 13,502.00 giving a total expenditure of 89,025.03.

 

(iii) DOUGLAS COMMUNITY CENTRE

 

The Committee agreed to accept an offer from Forman Construction Limited in the sum of 41,000 to which required to be added allowances amounting to 7,402 giving a total expenditure of 48,402.
