I MINUTE OF SUPERANNUATION INVESTMENT SUB-COMMITTEE
The minute of meeting of the Superannuation Investment Sub-Committee of 17th August, 2005, a copy of which is appended hereto was submitted for information and record purposes.
II RELIEF OF RATES - CHARITY RELIEF
Councillor Keenan declared a non-financial interest in this item by virtue of being a Council representative on the Ardler Village Trust.
Councillor Webster declared a non-financial interest in the University of Dundee by virtue of being an employee.
The Lord Provost and Councillors Duncan and Webster declared non-financial interests in this item by virtue of being Council representatives on the Board of Dundee Repertory Theatre.
There was submitted Report No 541-2005 by the Depute Chief Executive (Finance) seeking authorisation to grant charity relief on the undernoted non-domestic properties:-

The Committee approved accordingly.
III REVENUE MONITORING
There was submitted Report No 532-2005 by the Depute Chief Executive (Finance) providing the Committee with an analysis of the 2005/2006 Projected Revenue Outturn as at 31st July, 2005 monitored against the adjusted 2005/2006 Revenue Budget.
The Committee:-
(i) noted that the overall General Fund 2005/2006 Projected Revenue Outturn as at 31st July, 2005 showed an overspend of 256,000 against the adjusted 2005/2006 Revenue Budget;
(ii) noted that the Housing Revenue Account Projected Outturn had projected an underspend of 384,000 against the adjusted 2005/2006 Revenue Budget;
(iii) instructed the Depute Chief Executive (Finance) to take every reasonable action to ensure that the 2005/2006 Revenue expenditure was below or in line with the adjusted Revenue Budget; and
(iv) instructed the Depute Chief Executive (Finance) in conjunction with all Chief Officers of the Council to continue to monitor the Council's 2005/2006 Projected Revenue Outturn.
IV CAPITAL MONITORING
After considering Report No 540-2005 by the Depute Chief Executive (Finance) appraising members of the latest position regarding the Council's Capital Expenditure programme for 2005/06, the Committee noted the contents of the report.
V FINANCE DEPARTMENT REVENUES DIVISION - COUNCIL TAX COLLECTION AND BENEFIT ADMINISTRATION PERFORMANCE
After considering Report No 496-2005 by the Depute Chief Executive (Finance) updating the Committee on the Finance Department Revenues Division current performance on Council Tax collection and benefit administration, the Committee noted the contents of the report.
VI FINANCE GENERAL SERVICE PLAN 2003-2007 - PERFORMANCE REPORT 2004/2005
There was submitted Report No 363-2005 by the Depute Chief Executive (Finance) relative to the above.
The Committee noted the progress in 2004/2005 towards the performance targets set for each service in the Finance General Service Plan 2003-2007.
VII FINANCE REVENUES SERVICE PLAN 2003-2007 - PERFORMANCE REPORT 2004/2005
There was submitted Report No 364-2005 by the Depute Chief Executive (Finance) relative to the above.
The Committee noted the progress in 2004/2005 towards the performance targets set for each service in the Finance Revenues Service Plan 2003-2007.
VIII ANNUAL TREASURY MANAGEMENT ACTIVITY 2004/2005
There was submitted Report No 531-2005 by the Depute Chief Executive (Finance) reviewing the Treasury Management activities for the period 1st April, 2004 to 31st March, 2005.
The Committee noted the information contained therein.
