I RELIEF OF RATES - CHARITY RELIEF
Councillor Morrow declared a non-financial interest in the Vestry of the Cathedral Church of St Pauls by virtue of being the Convener of the Cathedral Chapter.
There was submitted Report No 253-2005 by the Depute Chief Executive (Finance) seeking authorisation to grant charity relief on the undernoted non-domestic properties:-

II HOSPITAL FUND AND JOHNSTON BEQUEST
There was submitted Report No 256-2005 by the Depute Chief Executive (Finance) advising the Committee of the additional income likely to be available in 2005/2006 from the above funds for distribution to pensioners in financial need.
The Committee approved the issue of one application form per elected member in order that they may identify constituents within their ward for receipt of a pension from the funds.
III ROYAL BRITISH LEGION SCOTLAND - DUNDEE FESTIVAL OF REMEMBRANCE
It was reported that a request had been received from the Royal British Legion Scotland to meet the cost of hiring the Caird Hall Complex on 5th November, 2005 for the Dundee Festival of Remembrance at an estimated cost of 800 together with ancillary costs.
The Committee approved accordingly.
IV TREASURY POLICY STATEMENT
On a reference to Article VI of the minute of meeting of this Committee of 11th March 2002 there was submitted Report No 140-2005 by the Depute Chief Executive (Finance) relative to the above.
The Committee approved the Policies and Procedures appended to the report entitled "Treasury Policy Statement".
V TREASURY MANAGEMENT STRATEGY 2005/2006
On a reference to Article V of the minute of meeting of this Committee of 8th March 2004 there was submitted Report No 141-2005 by the Depute Chief Executive (Finance) introducing the Dundee City Council Treasury Management Strategy for 2005/2006.
The Committee:-
(i) noted that, in terms of the Treasury Policy Statement the Depute Chief Executive (Finance) was obliged to present the Annual Treasury Management Strategy at the start of each financial year; and
(ii) approved the Strategy proposed by the Depute Chief Executive (Finance) for 2005/2006 as set out in the document "Treasury Management Strategy 2005/2006".
VI DUNDEE CITIZENS ADVICE BUREAU - FINANCIAL ASSISTANCE
Councillor Kevin Keenan declared a non-financial interest in this item by virtue of being the Council's representative on the Bureau Management Committee.
After considering Report No 259-2005 by the Depute Chief Executive (Finance), the Committee authorised the payment of a grant of 108,000.
VII CIPFA - ANNUAL CONFERENCE
It was reported that the above annual conference would be held in Manchester from 14th to 16th June 2005.
The Committee authorised the attendance of one member of the Administration, one member of the SNP Group and one member of the Conservative Group at an estimated cost, excluding travel and subsistence, of 560 per delegate.
