The minute of meeting of this Committee of 15th December 2003 was held as read.

I DEVELOPMENT PROPOSALS FOR CAMPERDOWN WILDLIFE CENTRE
The Director of Leisure and Arts submitted Report No 51-2004 outlining the development proposals for the Wildlife Centre, presenting options on the way forward for the facility and seeking approval for the preferred option.
The Committee agreed to progress the development for the Wildlife Centre outlined in section 7 of the report and remitted to the Director of Leisure and Arts to progress the initiatives outlined in section 8 of the report.
II TENDERS RECEIVED
The City Architectural Services Officer submitted Report No 59-2004 giving details of offers received for the undernoted contracts:-
(a) VARIOUS LEISURE AND ARTS PROPERTIES - OLYMPIA AND LOCHEE LEISURE CENTRES - INSPECTION AND TESTING OF ELECTRICAL INSTALLATIONS
The Committee agreed to accept the lowest offer by McGill Electrical Limited amounting to 19,147 to which required to be added allowances of 5,000 for contingencies and 2,124 for professional services, making a total expenditure of 26,271.
(b) McMANUS GALLERIES - EXTERNAL LIGHTING AND ADDITIONAL SOCKETS
The Committee agreed to accept the offer under the Schedule of Rates from Dundee Contract Services amounting to 2,000 to which required to be added an allowance of 337 for professional services, making a total expenditure of 2,337.
III LYNCH SPORTS CENTRE - SHOWER ROOM AND TOILET REFURBISHMENT - EXTENSION TO CONTRACT
On a reference to Article III(b) of the minute of meeting of this Committee of 18th August 2003 the City Architectural Services Officer submitted Report No 60-2004 requesting approval for extending the existing contract.
The Committee approved the extension of the existing contract and authorised additional expenditure of approximately 17,000.
IV McMANUS GALLERIES - FEES
Reference was made to Article III of the minute of meeting of the Recess Sub-Committee of 21st July 2003.
There was submitted Agenda Note AN38-2004 requesting additional expenditure of 36,000 on fees for the necessary in-house support from the Project Manager, Quantity Surveyor, Structural Engineer, Mechanical and Electrical Engineer and Planning Supervisor.
The Committee approved accordingly.
V DUNDEE CITY DISABILITY SPORT - APPLICATION FOR GRANT 2003/2004
The Convener and Councillors Wallace and Duncan declared a non-financial interest in this item by virtue of their positions as Council representatives.
There was submitted Agenda Note AN15-2004 advising that a request had been received from Dundee City Disability Sport (DCDS) for a grant of 1,000 to assist in the operation of the grant aid scheme which considered grants of 50 per cent of the cost of a national event up to a maximum of 300 per person per annum and grants of 150 per annum for specialist equipment.
The Committee approved the grant application.
VI DUNDEE CITY SPORTS COUNCIL - APPLICATION FOR GRANT 2003/2004
The Convener and Councillors Wallace and Duncan declared a non-financial interest in this item by virtue of their positions as Council representatives.
Reference was made to Article II of the minute of meeting of the Leisure Services Committee of 16th December 1996.
There was submitted Agenda Note AN16-2004 reporting that the amount of grants approved from 1st April 2002 to 31st March 2003 was 5,309.30 and requesting that 4,000 be allocated to Dundee City Sports Council for grant aid administration for the year 2003/2004.
The Committee approved accordingly.
VII SPONSORED GOLF COMPETITIONS
There was submitted Agenda Note AN17-2004.
The Committee agreed that the priority of the courses be granted in connection with the undernoted Council sponsored golf competitions organised by the Leisure and Arts Department for various dates during 2004:-

VIII REPLACEMENT OF THE CITY CENTRE TREE CONTAINERS
There was submitted Agenda Note AN18-2004 advising that the Leisure and Arts Department, together with the Economic Development and Planning and Transportation Departments, were formulating proposals for improving the floral displays in the City Centre and a report on this issue would be submitted to this Committee for consideration in the near future.
It was reported that as part of an early action plan and in order to meet the planting window for 2003/2004 it was proposed to renew the containers and trees in the City Square.
The Committee agreed to accept an offer from David Ogilvie Engineering Limited, Kilmarnock, specialist supplier, for the supply of twelve octagonal tree planters for the sum of 13,452.
