I SUPPORT SERVICES DEPARTMENT - ARCHITECTURAL SERVICES DIVISION - REVIEW OF STAFFING STRUCTURE

 

There was submitted Report No 648-2003 by the City Architectural Services Officer, Depute Chief Executive (Support Services) and Assistant Chief Executive (Management) seeking Committee approval for proposed changes to the staffing structure of the Architectural Services Division.

 

The Committee approved:-

 

(i) the establishment of a post of Building Services Engineering Manager graded SCP51-54, 36,951 - 39,576;

 

(ii) the redesignation and regrading of four posts of Architect graded AP4/PO8, 22,398 - 30,060 to Senior Architect graded PO7/10, 29,313 - 31,536;

 

(iii) the redesignation and regrading of five posts of Quantity Surveyor graded AP5/PO8, 22,398 - 30,060 to Senior Quantity Surveyor graded PO7/10, 29,313 - 31,536;

 

(iv) the redesignation and regrading of three posts of Building Services Engineer graded AP5/PO8, 22,398 - 30,060 to Senior Building Services Engineer graded PO7/10, 29,313 - 32,536;

 

(v) the redesignation and regrading of six posts of Architectural Technician graded T1/5. 13,650 - 24,396 to Senior Architectural Technician graded AP5/PO4, 22,398 - 27,015;

 

(vi) the redesignation and regrading of four posts of Quantity Surveying Technician graded T1/5, 13,650 - 24,396 to Senior Quantity Surveying Technician graded AP5/PO4, 22,398 - 27,015;

(xi) the redesignation and regrading of the post of Secretary graded AP2, 15,582 - 16,866 to Secretary/Co-Ordinator graded AP3, 17,340 - 19.029;

 

(xii) the establishment of two posts of Architect graded AP5/PO8, 22,398 - 30,060 currently funded on a temporary basis;

 

(xiii) the establishment of three posts of Architectural Technicians graded T1/5, 13,650 - 24,396 currently funded on a temporary basis;

 

(xiv) the establishment of two posts of Building Service Engineer graded AP5/PO8, 22,398 - 30,060 currently funded on a temporary basis;

 

(xv) the establishment of five posts of Building Service Technicians graded T1/5, 13,896 - 24,396 currently funded on a temporary basis;

 

(xvi) the establishment of four posts of Building Service Clerk of Works graded T3/4, 16,866 - 21,732 currently funded on a temporary basis;

 

(xvii) the establishment of two posts of Building Clerk of Works graded T3/4, 16,866 - 21,732 currently funded on a temporary basis;

 

(xviii) the establishment of three posts of Architectural Technicians graded T1/4, 13,650 - 24,396 for a temporary period of three years;

 

(xix) the establishment of two posts of Building Services Engineer graded AP5/PO8, 22,398 - 30,060 for a temporary period of three years;

 

(xx) the establishment of one post of Building Services Clerk of Works graded T3/4, 16,866 - 21,732 for a temporary period of three years;

 

(xxi) the establishment of a post of Building Clerk of Works graded T3/4, 16,866 - 21,732 for a temporary period of three years;

 

(xxii) the establishment of a CAD Operator graded T2/4, 14,811 - 21,732 for a temporary period of three years;

 

(xxiii) the deletion of two posts of Clerical Assistant graded GS1/2, 10,068 - 13,416;

 

(xxiv) the deletion of the post of Senior Clerical Assistant graded GS3, 13,650 - 13,896;

 

(xxv) the deletion of the post of Quantity Surveying Technician graded T1/5. 13,650 - 24,396; and

(xxvi) the deletion of the post of Quantity Surveyor graded AP5/PO8, 22,398 - 30,060 upon the retirement of the current postholder and the subsequent establishment of a post of Quantity Surveying Technician graded T1/5, 13,650 - 24,396 at that time.

 

The Assistant Chief Executive (Management) advised the Committee there were a number of minor issues which had to be discussed with the trade unions and, depending on the outcome of those discussions, a further report might be submitted in due course to the Committee.

 

II COMMUNITIES DEPARTMENT - BUILDING STRONG, SAFE AND ATTRACTIVE COMMUNITIES - COMMUNITY SAFETY WARDENINITIATIVE 2004/2006

 

On a reference to Article II of the minute of meeting of the Policy and Resources Committee of 8th December, 2003, there was submitted Report No 16-2004 by the Head of Communities and Assistant Chief Executive (Management) seeking approval for the establishment of posts to implement the Community Safety Warden Initiative 2004/2006 subject to Scottish Executive confirmed external award funding.

 

The Committee agree to:-

 

(i) approve the establishment of the undernoted externally funded fixed term temporary posts to 31st March 2007 -

 

twenty FTE Community Safety Wardens graded GS2, 12,789 - 13,416 plus allowances;

 

five FTE Senior Community Safety Wardens graded AP2, 15,582 - 16,866 plus allowances; and

 

two FTE Clerical Assistants graded GS1/2, 10,067 - 13,416; and

 

(ii) note that Recommendation (i) would only progress if Scottish Executive funding was confirmed as a result of the bid application outlined previously.

 

III SCOTTISH CHURCHES INDUSTRIAL MISSION

 

There was submitted Agenda Note AN2-2004 whereby reference was made to Article II of the minute of meeting of the City Council of 3rd April 1996 wherein the City Council approved the appointment of the Reverend Erik Cramb as Industrial Chaplain to the Council.

 

It was reported that the Assistant Chief Executive (Management) had received a request from the Scottish Churches Industrial Mission asking the Council to consider making a contribution to the Trust which supports the Industrial Chaplain.

 

The Committee agreed that a contribution of 600 be made.

 

Bailies Mackie and Farquhar and Councillors Duncan and Webster declared a non-financial interest in this item by virtue of their membership of the Church of Scotland. Baillie Borthwick declared a non-financial interest by virtue of being an Elder of the Church of Scotland and Councillor Morrow declared a non-financial interest as a member of one of the sponsor churches.

 

IV COMMUNITIES DEPARTMENT - PROGRAMME FOR WORK PROJECT (ROUTE 15) - ESTABLISHMENT OF A FIXED TERM POST OFYOUTH WORKER

 

There was submitted Agenda Note AN3-2004 whereby reference was made to Article I of the minute of meeting of this Committee of 28th January 2002 which approved the establishment of posts for the Programme for Work Project (Route 15).

 

Due to increasing numbers of participants on the project the Committee agreed to approve the establishment of an additional post of Youth Worker graded SCP23-31, 17,340 - 22,398 for a fixed term to 31st March 2005, having noted that the cost associated with this would amount to 800, including employer's costs, for the financial year 2003/2004 and 23,500 in a full financial year, and would be funded by the Scottish Executive.

 

V FINANCE DEPARTMENT - IMPLEMENTATION OF THE RESOURCELINK HR SYSTEM - ESTABLISHMENT OF TEMPORARY POSTS

 

There was submitted Agenda Note AN4-2004 whereby reference was made to Article VII of the minute of meeting of the Policy and Resources Committee of 10th March 2003 wherein the Committee approved the replacement of the Council's Corporate Payroll and Personnel Systems with the Resourcelink HR System from Northgate Information Solutions.

 

In the interim, the Finance and Personnel Departments have been actively involved in the implementation of this new system with the aim of operating Resourcelink on a pilot basis within the Finance Department in February 2004.

 

However, as a result of an integrity check being carried out on the data currently held for each employee within the existing system, it became apparent that a considerable amount of data cleansing was required in order to ensure that the data migrated to this new system is both accurate and current.

 

Based on the recommendations put forward by Northgate Information Solutions it had been established that there was need for two additional posts to provide clerical support to the Implementation Project Team, for a fixed term of two years to support the implementation of Resourcelink to all Council Departments and to the external agencies to whom the Council provides payroll processing services.

 

Accordingly, the Committee approved the establishment of two Senior Clerical Assistant posts within the Finance Department graded GS3, 13,650 - 14,211, for which additional annual costs of 33,000, including employer's costs, had been incorporated into the three year Provisional Revenue Budget 2004/2007.

 

VI LEISURE AND ARTS DEPARTMENT - BUILDING MAINTENANCE TEAM - AMENDMENT TO STAFFING STRUCTURE

 

There was submitted Agenda Note AN5-2004 seeking approval for the transfer of the posts of Building Maintenance Officer in the Parks Section graded Tech 3, 16,866 - 19,029, and the Building Maintenance Inspector graded AP3, 17,340 - 19,029 in the Heritage Section to the Operations Division of the Leisure and Arts Department.

 

The above posts would report to the Health and Safety Officer which would also transfer to the Operations Division and in turn would report to the Operations Manager.

 

The Committee approved the transfer of the posts, having noted that there were no financial implications.

 

VII REPAIRS CONTACT CENTRE

 

There was submitted Joint Report No 4-2004 by the Director of Housing, Director of Dundee Contract Services and Assistant Chief Executive (Management) outlining the proposed structure and operations of the Repairs Service Contact Centre.

 

The Committee approved:-

 

(i) the establishment of one post of Contact Centre Supervisor, graded AP5, 22,398 - 24,396;

(ii) the establishment of nine posts of Contact Centre Advisor, graded GS3 - AP2, 13,650 - 16,866, with a qualification bar at AP1, three of which would be temporary for one year;

 

(iii) the deletion of six posts of Assistant Housing Officer, graded GS3, 13,650 - 14,211 from the Housing Department Area Office structure;

 

(iv) the deletion of one post of Housing Officer, graded AP2, 15,582 - 16,866 from the Housing Department Area Office structure; and

 

(v) the deletion of one post of Clerical Assistant, graded GS1/2, 10,068 - 13,416, from Dundee Contract Services Department.

 

The Assistant Chief Executive (Management) advised the Committee that there would be ongoing consultation with the trade unions to ensure the effectiveness of this initiative.

 

VIII SUPPORT SERVICES DEPARTMENT - LEGAL DIVISION - CHANGES TO ESTABLISHMENT

 

There was submitted Agenda Note AN14-2004, proposing that a new post of Senior Solicitor (Licensing) be established. The postholder would head the Licensing Team and would report directly to the Legal Manager. The Assistant Chief Executive (Management) recommended that, to reflect the level of duties and responsibilities of this post, it should be graded PO10-13 31,536 - 33,269). It is intended that this post would be advertised among existing staff as well as being advertised externally. The existing vacant post of Solicitor, graded AP5-PO10 (22,398 - 31,536) would be deleted from the establishment.

 

The Committee, approved these proposals, having noted that the cost of implementing them would be 75 in the current financial year and 1,509 in a full financial year, and would be met from the Support Services Department's Revenue Budget.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1983 that the public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 1 of Part I of Schedule 7(A) of the Act.

 

IX SUPPORT SERVICES DEPARTMENT - SALARY OF SCIENTIFIC SERVICES MANAGER

 

There was submitted Report No 14-2004 by the Assistant Chief Executive (Management) proposing an increase in the salary of the Scientific Services Manager.

 

The Committee approved the recommendation detailed in the report.
