The minute of meeting of this Committee of 10th February, 2003 was held as read.

I SOCIAL INCLUSION PARTNERSHIP - ALLOCATION OF RESOURCES 2002/2003

 

There was submitted Report No 211-2003 by the Director of Neighbourhood Resources and Development bringing forward proposals for the further allocation of Social Inclusion Partnerships 1 and 2 revenue funding and awards from the Small Grants Fund.

 

The Committee noted the recommendations of the SIP Board in the further allocation of SIP 1 and SIP 2 revenue funding for 2002/2003 as detailed in Section 6 and Appendices B and C of the report and further agreed the award of Social Inclusion Partnership 1 Small Grants as detailed in Appendix D.

 

II SOCIAL INCLUSION PARTNERSHIP FUNDING ALLOCATIONS 2003/2004

 

There was submitted Agenda Note AN121-2003 stating that the Social Inclusion Partnership had received notification of the funding allocations for Social Inclusion Partnership 1 and Social Inclusion Partnership 2 as follows:-

The Social Inclusion Partnership's SIP2 Strategic Plan covering 2003/2004 had been positively received by Communities Scotland.

 

The Committee noted the funding allocations as detailed.

 

III SOCIAL INCLUSION PARTNERSHIP - ALLOCATION OF RESOURCES 2003/2004

 

There was submitted Report No 212-2003 by the Director of Neighbourhood Resources and Development making recommendations for the further allocation of Social Inclusion Partnership funding for the financial year 2003/2004 in order that existing projects could be extended beyond their current funding period.

 

The Committee noted the outcome of the SIP decision making process, agreed to the recommendations contained in Section 9 of the report and instructed officers to proceed with implementation of these proposals and any conditions contained in Appendix B.

IV FUTURE OF GRASSY BEACH OUTDOOR EDUCATION CENTRE

 

There was submitted Report No 53-2003 by the Director of Neighbourhood Resources and Development advising the Committee on the current and future use of the Grassy Beach Outdoor Centre and seeking consent to transfer ownership to Dundee Sailing Club with conditions.

 

The Committee approved the following recommendations:-

 

(a)To note the contents of the report and approve the transfer of ownership subject to title or full repairing long term lease of the Centre to Dundee Sailing Club at a negotiated price as from 1st April, 2003.

 

(b)To approve the conditions outlined in paragraph 8.5 of the report as conditions to the transfer of ownership or lease.

 

(c)To instruct the Director of Economic Development to negotiate the terms of the transfer or lease and the Director of Support Services to conclude matters with Dundee Sailing Club.

 

(d)To authorise the Director of Neighbourhood Resources and Development to transfer the monies for the operating costs of this building to the budget of Ancrum Outdoor Education Resource Centre to meet access and support costs involved in the provision of inland sailing opportunities.

 

(e)To instruct the Director of Finance to apply this capital receipt if sold in the deliverance of the Council's overall 2003/2004 capital programme.

 

V OUTDOOR ADVENTURE ACTIVITIES REGULATIONS - COMPETENCE ASSESSMENTS

 

There was submitted Report No 111-2003 by the Director of Neighbourhood Resources and Development seeking approval for the cessation of internal Council validated assessments on work competences as from 31st March, 2006.

 

The Committee approved the following recommendations:-

 

(a)To note the application for external financial support obtained from the National Opportunities Fund for the period 1st April, 2003 to 31st August, 2006 to facilitate the training and assessment to National Governing Body (NGB) standards for Instructors/Leaders involved in the tuition of licensed outdoor adventure activities.

 

(b)To cease the practice of internal Council validation assessments on Trainee Instructors/Leaders as from the date of the above financial award.

 

VI WORKING AND LEARNING TOGETHER TO BUILD STRONGER COMMUNITIES

 

There was submitted Joint Report No 218-2003 by the Director of Neighbourhood Resources and Development and the Director of Corporate Planning providing a summary of the main points set out in the Scottish Executive guidance note to local authorities and their community planning partners. The report also summarised the views of those consulted locally in relation to this draft guidance.

 

The Committee noted the Dundee response to the consultation and instructed the Director of Neighbourhood Resources and Development to forward these views to the Scottish Executive.

 

VII ACCEPTABLE USE OF COMPUTERS POLICY

 

There was submitted Report No 210-2003 by the Director of Neighbourhood Resources and Development seeking approval for the introduction of an Acceptable Use of Computers Policy to manage public access to the Internet throughout the Neighbourhood Resources and Development Department network.

 

The Committee approved the Acceptable Use of Computer Policy to facilitate the management of public access to the Internet.

 

VIII NATIONAL ORGANISATIONS FUND VI 2002/2003

 

There was submitted Report No 195-2003 by the Director of Neighbourhood Resources and Development making a recommendation for a grant award from the National Organisations Fund. The grant award would be met from their Department's revenue budget 2002/2003.

 

The Committee approved payment of the recommended grant of 300 to the National Training Organisation (for Archives, Library and Information Services and Records Management).

 

IX NON-RECURRING REVENUE GRANTS FUND VI 2002/2003

 

There was submitted Report No 197-2003 by the Director of Neighbourhood Resources and Development making recommendations for grant awards from the Non-Recurring Revenue Grants Fund. The grant awards would be met from the Department's revenue budget 2002/2003.

 

The Committee approved the payment of the following recommended grants:-

X EQUALITY ACTION FUND II 2002/2003

 

There was submitted Report No 221-2003 by the Director of Neighbourhood Resources and Development making a recommendation for a grant award from the Equality Action Fund. The grant award would be met from the Department's revenue budget 2002/2003.

 

The Committee approved payment of the recommended grant of 2,500 to the Dundee Women's Performing Arts Network (DWPAN).

 

XI VALEDICTORY

 

The Convener paid tribute to Fraser Patrick, the Director of Neighbourhood Resources and Development, who was to retire at the end of March. She referred to his long career in Community Education and thanked him for his work in establishing and developing the Neighbourhood Resources and Development Department since local government reorganisation in 1996.
