I EDUCATION DEPARTMENT - REVIEW OF CLERICAL SUPPORT STAFF IN SECONDARY SCHOOLS

II ECONOMIC DEVELOPMENT DEPARTMENT - DUNDEE AIRPORT FIRE CREW

III ENVIRONMENTAL AND CONSUMER PROTECTION DEPARTMENT - ESTABLISHMENT OF ADDITIONAL POST

 

There was submitted Agenda Note AN101-2002 advising that since June 1999 the Environmental and Consumer Protection Department had sponsored a Trading Standards Student which included the student working for up to twelve weeks in the summer period with the Council.

 

It was reported that the student completes his course in June and, subject to him obtaining the appropriate final qualification, the Director of Environmental and Consumer Protection wished to appoint him to a new post of Trainee Trading Standards Officer.

 

The Committee approved the establishment of a post of Trainee Trading Standards Officer at a grade of T1-PO6 (13,124 - 27,479) the cost of which would be met from a combination of existing budgets and the saving of 13,000 previously paid to Perth and Kinross Council.

 

IV CORPORATE PLANNING DEPARTMENT - BETTER NEIGHBOURHOOD SERVICES FUND - REGRADING OF POST

 

Reference was made to the minute of meeting of the Policy and Resources Committee of 10th September 2001 wherein proposals for the use of the Better Neighbourhood Services Fund were approved and to the Personnel and Management Services Committee of 28th January 2002 wherein a report "Better Neighbourhood Services Fund - Staffing" was approved.

 

There was submitted Agenda Note AN102-2002 advising that the original job description which was proposed for a part time Clerical Assistant post GS1/2, 9,680 - 12,899, within Support for Young People under Corporate Planning covered general office duties. The Director of Corporate Planning had advised that the duties of this post had been extended and will now include a requirement to provide statistical analysis, as well as the generation and maintenance of financial and administrative support systems. Consequently, the duties of the post had been reviewed and the Director of Personnel and Management Services recommended that the post be regraded to GS3, 13,124 - 13,664.

 

The Committee approved the regrading, having noted that the additional costs of this proposal would be met from monies allocated from the Better Neighbourhood Services Fund.

 

V NEIGHBOURHOOD RESOURCES AND DEVELOPMENT DEPARTMENT - THE XPLORE PARTNERSHIP - TEMPORARYREGRADING OF POST

 

Reference was made to the minute of meeting of the Personnel and Management Services Committee of 15th October 2002 wherein approval was given to given to the establishment of a number of posts on a fixed term basis, including a Project Manager, grade PO1-4 (now 23,930 - 25,976) based at 15 Shore Terrace.

 

There was submitted Agenda Note AN103-2002 advising that the Project Manager post was advertised widely but failed to attract the experienced and qualified person required. As a result, it was intended to modify the person specification in order to cover the duties and responsibilities in a different way.

 

The Committee noted that ?The Corner? was presently managed by a Project Leader, grade PO5-8 (26,801 - 28,904) and the Director of Neighbourhood Resources and Development and the Director of Personnel and Management Services were of the view that the remit of this employee could be extended to include responsibility for 15 Shore Terrace. Accordingly, to facilitate this arrangement and recognise the additional responsibility, it was proposed, until 30th June 2003, to temporarily redesignate the post of Project Leader (The Corner) to Section Leader - Health Development and to temporarily regrade the post to PO11-14 (31,004 - 33,224). On 1st July 2003, the employee would revert to his original role with The Corner.

 

The cost of this proposal, inclusive of employer?s costs, would be 1,900 in the current financial year, and 1,000 in the 2002/03 financial year, and this would be met in full from existing Partnership funding.

 

The Committee approved accordingly.

 

VI ECONOMIC DEVELOPMENT DEPARTMENT - REGRADING OF POSTS

 

There was submitted Agenda Note AN104-2002 advising that, at the request of the Director of Economic Development, the Director of Personnel and Management Services had reviewed the grades of posts in the Air Traffic Control Section of Dundee Airport, and recommended the following:-

 

(i)five posts of Air Traffic Control Officer, graded PO2-6 (24,545 - 27,479) be regraded to PO7-10 (28,187 - 30,323); and

 

(ii)the post of Senior Air Traffic Control Officer, graded PO7-10 (28,187 - 30,323) be regraded to PO9-12 (29,603 - 31,721).

 

The Committee approved these regradings, having noted that the additional costs, including employer?s costs, in respect of these proposals, amount to 6,071 for a full financial year which can be within the Dundee Airport?s Budget for the financial year 2002/03 and generally within the Economic Development Department?s Revenue Budget for subsequent years.
