I PUBLIC HEALTH CAPACITY BUILDING

 

There was submitted Joint Report No. 569-2001 by the Directors of Corporate Planning, Social Work and Personnel and Management Services recommending the establishment of a Health Improvement Officer post funded jointly by the Scottish Executive, Tayside Health Board and Dundee City Council.

 

The Committee agreed:-

 

(i)to approve the establishment of a fixed term full-time post of Health Improvement Officer graded APV/PO1, SCP31-35 (24,813 - 27,686) in the Social Work Department; and

 

(ii)that it be remitted to the Director of Corporate Planning to make a submission to the Scottish Executive to secure Public Health Capacity Building Funding for 2001 - 2004.

 

II NEIGHBOURHOOD RESOURCES AND DEVELOPMENT DEPARTMENT - HOMEWORK CLUB - WORKING ARRANGEMENTS

 

Reference was made to Article IV of the minute of meeting of this Committee of 11th December, 2000 which established 14 fixed term posts of Part Time Library and Information Worker (4.5 hours per week) to establish and deliver homework clubs in libraries across the City.

 

It was reported that recruitment to these posts had proved to be difficult but with the co-operation and commitment of existing library staff currently responsible for a neighbourhood library, who are able to undertake the 3 hours of preparation duties outwith their normal working week, clubs were now running in 12 out of 14 centres. Staff are paid overtime for undertaking this role. Having assessed the duties of this role, it is considered that the staff do not have to be professionally qualified, although, experience in library work is considered to be essential.

 

It was further reported that in order to provide greater flexibility in libraries and to allow unqualified staff a development opportunity to assume responsibility for running these clubs, it is proposed to seek expressions of interest from existing library staff. Remuneration for preparation work undertaken outwith normal working hours would be at grade AP1, and funded from the New Opportunities Fund.

 

The Committee noted accordingly.

III NEIGHBOURHOOD RESOURCES AND DEVELOPMENT DEPARTMENT - THE LAMB PROJECT - ESTABLISHMENT OF TEMPORARY POSTS

 

It was reported that Neighbourhood Resources and Development Department, Reference Services Section had been awarded a grant from the New Opportunities Fund to digitise up to 12,000 images from the Lamb Collection.

 

The Committee agreed to approve the establishment of one post of Project Worker at grade AP2/3, currently 13,383 - 17,796 per annum, and one post of Project Assistant at grade S1/2, currently 9,180 - 12,399 per annum, for a period of up to 15 months, the funding for these posts to be met from the New Opportunities Fund.
