I SCOTTISH EXECUTIVE - REVIEW OF FUNDING FOR BLACK AND MINORITY ETHNIC GROUPS IN THE VOLUNTARY SECTOR IN SCOTLAND

 

There was submitted Report No. 459-2001 by the Director of Neighbourhood Resources and Development summarising the findings of the above review and remitting the document to the Race Equality Working Group for consideration.

 

The Committee approved the following recommendations:-

 

(a) that the City Council welcomes the Review document.

 

(b)that the Council's recommendations are remitted to the Scottish Executive and the Race Equality Working Group.

 

(c)that the Race Equality Working Group be asked to return to the Committee with proposals for action and a note on the related financial implications.

 

Councillor de Gernier declared an interest in this item and took no part in the discussion.

 

II SERVICE LEVEL AGREEMENT II 2001/2002

 

At its meeting on 10th February, 1997 the Committee approved the criteria and procedures for the Department's grant aid portfolio (Report No. 127-1997 refers).

 

There was submitted Report No. 502-2001 by the Director of Neighbourhood Resources and Development recommending a specific grant award which could be met from the relevant revenue budget 2001/2002.

 

The Committee approved payment of 7,700 to Tayside Racial Equality Council.

 

III TOWARDS INCLUSION - CIVIL RIGHTS FOR DISABLED PEOPLE - GOVERNMENT RESPONSE TO THE DISABILITY RIGHTS TASK FORCE CONSULTATION DOCUMENT

 

Further to the Equality Action Committee of 14th May, 2001 (Article No. II) and the concerns raised, copies of the responses received from ScotRail and the Department of the Environment, Transport and the Regions were circulated for the information of members.

 

Members felt that, in particular, the replies failed to address satisfactorily the request that trains should carry passengers in motorised scooters. The Council had received a letter on 27th July 2001 from the Scottish Executive advising that it intended to establish an advisory committee which was likely to be known as the Mobility and Access Committee for Scotland. This committee would be asked to provide advice on ways to integrate the needs of disabled people into national policies on transportation.

 

The Convener, seconded by Councillor Grant, moved that the Council asks the Chief Executive to highlight the needs of motorised scooter users as an issue to be considered by the committee (likely to be known as the Mobility and Access Committee for Scotland) if it is to genuinely address the transportation needs of all disabled people in Scotland. The motion was approved unanimously.
